You'll need a sign-up page and the code behind it, and a login page and the code behind it. It's FAR too much code to post here.
You first need to know whether you're on a Windows server (ASP and MSSQL) or a Linux box (PHP and MySQL) - GoDaddy offers both and it was your choice when you signed up.
Then either look for a CMS with login and read the code to see how it's done, or do a web search for web login systems. (You WILL have to understand either ASP or PHP, SQL and, possibly, Javascript. You CAN NOT create a system like this with drag&drop and clicking buttons.)

Answer: If you are using IE to delete it, go into Tools>internet options. On the general tab, select erase cookies. Note this will erase all your login information for all websites,, not just myspace. To stop it from storing it you can disable cookies, but I dont recommend this since some sites will not work properly without cookies, and you will not be able to stay logged into sites. answers.yahoo.com
Answer: Now that's confusing. I thought Windows Messenger is MSN Messenger. Anyways, on the login screen, press the arrow down, which opens the list of users who were logging on, highlight it (do not click!) and press Delete button on your keyboard.
